    Oxford Street Goes Vehicle-Free

Rain dripped off the eaves of Harrods as the first official pedestrian zone on Oxford Street opened, marking a stark end to decades of traffic jams on London’s most famous shopping street. The red buses are gone. In their place, a hush has settled over the 1km stretch that used to roar with diesel engines and frustrated horns from Great Portland Street to Orchard Street.

The Silent Shift on a Rainy Monday

It felt surreal, to say the least. Muneera Alfadhel, a biology teacher huddled under a black umbrella, called the scene “magical” despite the characteristic grey London drizzle that usually kills the mood for outdoor strolls. Most people clung to the pavements out of pure habit, eyes darting left and right as if cars were still hurtling past, but a few brave souls like Mark Arbouine, a forensic scientist, stepped boldly into the center of the road to simply walk. “I saw there was no traffic today, so I thought, why not walk in the middle of the street and take advantage of it?” he told reporters, complaining that moving around the street is now so much easier for shopping and the environment.

The change is subtle but profound; the air cleaner, the noise lower, a fact that Barbara Stoll, a campaigner for walkable cities, noted with a wide smile. For generations, shoppers have bustled alongside black cabs and double-deckers, but that era officially ended this Monday. The Oxford Street Development Corporation took full control of the project, overriding local resistance to create 2 new public squares, plant 50 trees, and add hundreds of seats. It is the first phase of a larger regeneration plan that aims to transform the area into a greener, more inviting space for everyone. Stoll described the atmosphere as uplifting, comparing the people discovering the empty street to children on Christmas Day.

“It’s amazing coming here this morning,” she said in a statement, noting how considerably lower the noise levels already are. Looking down the street, you can see people lingering, touching the facades, actually looking at the buildings instead of rushing past them. The Economics of Empty RoadsThis tiny strip of real estate generates about 1 percent of the UK’s annual gross domestic product, making it a massive economic engine for the entire country. Despite this outsized importance, footfall on Oxford Street has fallen to just 57 percent of what it was in 2006, according to data from the New West End Company. Retail rents have plummeted, and consumer spending has dipped, leaving landlords and shop owners with a nervous eye on the future.City Hall believes pedestrianisation could offer a lifeline to this struggling retail giant.

Their analysis suggests the partial pedestrianisation of Oxford Street could generate more than $109m per year and support an additional 700 jobs, a figure that sounds promising on paper. Following a weekend trial in October 2025, two-thirds of businesses in the area said they had higher or similar sales figures during the pedestrianisation. That’s a harder sell than it sounds, however, given the sheer volume of data usually required to prove long-term viability in such a volatile market. The Greater London Authority is betting that removing cars will reverse these downward trends. They argue that a more pleasant environment encourages people to stay longer, buy more, and return more often, creating a virtuous cycle of economic activity.

The math has to work out, or the project will be remembered as a costly experiment that failed to stem the tide of empty storefronts. There’s a lot riding on this 1km stretch, and the numbers won’t lie for long if the strategy doesn’t take hold quickly.Westminster’s Unhappy SighWestminster Council, once the primary authority over the street, looks on with a mix of resignation and frustration from its sidelines. Councillor Tim Barnes, the deputy leader, claims that those who know the street best haven’t really been listened to during the planning process. He argues that the communication has been one-way, with residents told what would happen rather than consulted on how it should happen.Barnes believes the economic benefits are overstated and that the impact of displacing bus routes to smaller, surrounding streets is being ignored.

He worries that the local infrastructure simply isn’t built to handle the sudden surge of traffic that will now flood side roads. “We think all of this should be done in a much more productive relationship with communities,” he said in a statement, echoing the sentiments of many local officials. The tension between city-wide ambition and local reality is palpable in the council chambers. The relationship between the Mayor’s office and local government is strained, to put it mildly. Khan first tried this in 2017, but Westminster pulled its backing in 2018, citing a lack of resident support.

Now, with the Oxford Street Development Corporation in charge, local officials feel sidelined and powerless to influence the outcome. It’s a bitter pill to swallow for those who feel their grievances were dismissed in favor of a grander city-wide vision. The power dynamic has shifted, and not everyone is happy about it.Resident Fears of the UnliveableNerma Cridge, a local resident, feels the promise of a better street is a far cry from the reality of her daily life. She told Al Jazeera over the phone that the West End will become “completely unliveable, too crowded and too noisy at night” if the pedestrian zone expands.

Her fear is that the displacement of traffic will bring chaos to the residential areas that have served as a buffer for years. The concern about accessibility is also real, particularly for those with disabilities or mobility issues who rely on buses and cabs. A French tourist mentioned to reporters that he would avoid Oxford Street altogether if buses and cabs were no longer allowed through, highlighting a significant gap in the planning. “Sometimes you’re tired; sometimes it’s raining,” a shopper said, underscoring the practical need for public transport access in a city with unpredictable weather. The ideal of a car-free paradise clashes with the harsh reality of human frailty and weather. There’s a sense of unease among the long-term residents who have seen their neighborhood change dramatically in recent years.

They feel pushed out by rising rents and overwhelmed by tourists, and now the final buffer of separation from the main drag is being removed. It’s not just about traffic; it’s about the soul of the community. If the street becomes a theme park for shoppers, where do the locals go? That question remains unanswered in the current planning documents. What Comes Next in the ReviewThe Oxford Street Development Corporation says it will be testing and reviewing the results of the pedestrianisation in the coming months, with a formal assessment due early next year.

This period will be critical in determining whether the first phase is a success or a cautionary tale for future urban interventions. Stakeholders are watching closely, waiting for the hard data to emerge from the shadows of opinion. If the numbers don’t support the extension of the pedestrian zone, the project may face significant pushback from traders and residents alike. The next step involves adding 50 more trees and improving public seating, but only if the initial trial proves its worth. It’s a gamble on the tastes and behavior of millions of shoppers and locals.

The clock is ticking, and the evidence will begin to pile up soon. For now, the street remains a pedestrian paradise on a rainy Monday. People are still adjusting, stepping into the road with tentative smiles, while the city around them holds its breath. The verdict is not in, but the scene is undeniably different. Let’s see if the magic lasts past the first weekend.Frequently Asked QuestionsIs Oxford Street fully car-free now?No, only the section from Great Portland Street to Orchard Street is pedestrian-only.

The rest of the street still allows vehicles, including buses and taxis, to pass through for now. When did the pedestrianisation start? The permanent pedestrian zone officially opened on Monday, October 26, 2026. It follows a successful trial period in October 2025.Why did Westminster Council oppose it earlier? The council withdrew its backing in 2018, claiming that local residents did not support the plan. They felt the process was consultative but not genuinely inclusive. Will bus routes be moved?Yes, bus routes on the pedestrianised section have been rerouted to surrounding streets. This has raised concerns about increased traffic in residential areas. How much will the project cost? The exact total cost of the full regeneration project has not been publicly disclosed in full detail.

City Hall estimates it could generate over $109m annually if successful.Source: Al Jazeera
