Stephanie Kerr’s five-year-old son, Caolán, has a laundry list of dangers that would make a food critic weep. Milk, egg, wheat, oat, cumin, tuna, strawberry. “We have a running joke that it would be quicker listing what he’s not allergic to,” Kerr said, a wry smile masking the terror that lives in that sentence. For thousands of families in Northern Ireland, this is the daily reality: a game of Russian roulette played out in classrooms, canteens, and craft corners, with no mandatory safety net to catch the fall.

The gap in protection is stark. In England, Benedict’s Law took effect in September, forcing schools to adopt rigid allergy protocols, staff training, and strict equipment storage rules. Named after Benedict Blythe, a five-year-old who died from accidental milk exposure at Barnack Primary School near Peterborough in December 2021, the legislation turned a tragedy into a statutory requirement. Northern Ireland remains in the uncharted territory of “goodwill.” There is no law. There is only the hope that the headteacher you’ve met once at a gate meeting knows what to do when a child’s airways start to close. Education Minister Paul Givan has pledged a consultation on similar measures, but until then, the burden rests entirely on parents and individual school discretion.

    The “Goodwill” Gap in Classrooms

Friday’s training session at Regent House School in Newtownards offered a rare glimpse into this regulatory void. Niamh Kennedy, chair of the voluntary group Food Allergy NI, organized the event after realizing that advice was too often fragmented. “We’re very reliant here at the moment on goodwill, individual school policies and individual awareness,” Kennedy told reporters. “It’s very much left up to the school to initiate and to design what works for them.” The result, she warned, is chaotic. “The problem with that is that there’s huge variation.” One school might have a laminated card on the fridge; another might rely on memory. For a child with severe allergies, that inconsistency is a liability.

    Hidden Risks Beyond the Lunchbox

Most parents understand the dinner plate is a minefield. What they often miss is the rest of the day. Kennedy estimates that two children in every class have a food allergy. But the danger isn’t just in the packed lunch or the canteen tray. “Things like making cakes or buns or using crafts,” she noted. “There can be quite a lot of allergens in some of the craft materials, there can be allergens in simple things like hand soaps.” A glue stick, a bar of soap, a batch of classroom biscuits—these mundane items can trigger a medical emergency. The assumption that safety is only needed at mealtimes is a dangerous blind spot that voluntary training is only beginning to address.

    Anaphylaxis: When Seconds Matter

Tracey Dunn, representing Allergy UK incorporating Anaphylaxis UK, brought the clinical reality into the room. Her message was blunt. “Anaphylaxis is the most serious form of allergic reaction that can be fatal,” she explained to the teachers. She described the terrifying physiology of the condition: airways closing, blood pressure dropping, the body shutting down from the inside out. “They may feel faint, dizzy, cold, pale, clammy,” Dunn said. “It’s not just about breathing; it’s about circulation failing.” While nut allergies get the headlines, Dunn emphasized that milk, fish, and eggs are among the most common triggers. The distinction matters because it shatters the myth that only “rare” allergies are dangerous. Common foods can kill.

    The Road to Mandated Safety

The political clock is ticking, but it’s slow. Givan’s commitment to a consultation before the end of 2026 means that for the next two years, the status quo stands. Parents like Kerr will continue to carry EpiPens in their bags, scan labels on craft supplies, and pray for awareness. The contrast with England is no longer just a policy difference; it’s a life-or-death disparity. The question for the Northern Ireland assembly is no longer *if* they will act, but whether they will wait another tragic death to do so. The consultation deadline is a date on a calendar, but for families like the Kerrs, every day without a mandate is a day spent holding their breath.

    Frequently Asked Questions

What is currently required of Northern Ireland schools regarding allergies?

Currently, there is no mandatory legislation. Schools are expected to follow best practices and individual policies, but they are not legally required to provide specific training or store life-saving equipment like adrenaline auto-injectors in a standardized way. The responsibility falls on parents to inform schools and on schools to use their own initiative to create safe environments.

When will a consultation on allergy laws begin in Northern Ireland?

Education Minister Paul Givan has confirmed that a consultation on introducing stronger allergy guidance for schools in Northern Ireland is due to take place before the end of 2026. This timeline means that current voluntary measures will remain the standard for the next two years.
