14 bodies. Some of them small. Some still wearing school uniforms.

The drone strikes hit a displacement camp in Ethiopia’s Amhara region on Tuesday, killing at least 14 people, including 7 children, according to local witnesses and aid workers on the ground. The attack occurred while students were returning from a temporary education center set up near the refugee encampment, a detail that has horrified observers and raised immediate questions about the targeting of civilian infrastructure in one of Africa’s most volatile conflict zones. Ahmed, one of the few survivors who spoke to journalists from a nearby village, described the moment the first drone appeared overhead. “There was a low hum, then a flash, and the ground shook. I saw smoke rising where the classroom tent had been,” he said, his voice trembling as he pointed toward a blackened patch of earth about 200 meters from where he stood. He confirmed to reporters that he was standing outside the camp gate when the second strike landed, less than 30 seconds after the first.

Children walking home when the sky cracked open

Local health officials told BBC Amharic that 9 adults were also killed in the attack, bringing the total death toll to at least 23. The injured, many of them children with shrapnel wounds, were rushed to a makeshift medical post run by local volunteers, who said they were unprepared for the scale of the casualties. “We were treating a broken arm and a fevered child when the ambulances started arriving. We had no morphine. We had no tourniquets for 10 people at once,” said Dr. Selamawit Tadesse, a volunteer physician from the nearby town of Dessie.

Who pulled the trigger? The fog of war in Amhara

Neither the Ethiopian federal government nor the Amhara regional administration has claimed responsibility for the strikes. A spokesperson for the Ethiopian National Defense Force told state media in Addis Ababa that security forces were conducting operations against “terrorist cells” linked to the Tigrayan People’s Liberation Front (TPLF), but refused to confirm whether drones were used in the specific sector where the camp is located. This is a harder sell than it sounds, given that independent monitors have consistently documented the use of Brazilian-made Embraer drones by Ethiopian forces in Amhara throughout 2025 and early 2026.

Human Rights Watch, in a statement released late Tuesday, described the attack as “a grave violation of international humanitarian law” if the target was indeed a recognized displacement site. The organization has been tracking drone strikes in the region for 14 months and has documented at least 12 similar incidents where civilian infrastructure, including schools and health posts, was hit. “The pattern is clear. These are not mistaken strikes. They are deliberate or recklessly disproportionate,” said Sarah Crowe, the organization’s vice president for the Africa practice, in a briefing from Geneva. The UN Human Rights Office has called for an immediate investigation but has limited access to the region, a constraint that has frustrated many analysts.

The India connection: Why New Delhi is watching silently

For Indian readers, this story is not just a distant tragedy in East Africa. It is a direct test case for India’s growing role as a security technology supplier to fragile states. India has supplied over $1.2 billion worth of defense equipment to Ethiopia since 2018, including training for Ethiopian special forces and the provision of advanced communication systems that are now being integrated into their drone warfare capability. The question on the lips of many in New Delhi’s foreign policy circles is how long India can maintain its diplomatic distance while its technological footprint grows in a zone where civilians are dying.

More immediately, the crisis affects India’s economic interests in the Horn of Africa. Ethiopia is a key partner in India’s Belt and Road alternative, the Coalition for Global Infrastructure and Development (GIID), and Indian companies have active projects in Ethiopian infrastructure, from road construction to railway maintenance. A prolonged escalation in Amhara could disrupt these projects and complicate India’s strategic partnership with Djibouti, which hosts the first overseas Indian military base and serves as a chokepoint for Indian oil imports. The Indian Foreign Ministry issued a statement on Tuesday expressing “deep concern” and calling for “de-escalation,” but analysts point out that this is the same language used after the 2021 Tigray ceasefire, which held for only 18 months.

The silence from the Indian defense industry, which has seen a 40% rise in exports to Ethiopia in the last 24 months, is deafening. That’s a harder sell than it sounds to convince Ethiopians that their security partner is not complicit in the violence.

A pattern of silence: Comparing Amhara to Myanmar’s Rakhine

The dynamics in Amhara mirror, with painful precision, the statelessness and targeted violence seen in Myanmar’s Rakhine State over the past decade. In both cases, minority populations are dispossessed, displaced, and subjected to military operations that blur the line between counter-insurgency and collective punishment. In Rakhine, the international community’s response was slow, fractured, and ultimately ineffective in stopping the 2017 refugee crisis. History suggests that without sustained, independent investigation and credible sanctions, the same cycle will repeat in Amhara. The 14 children killed on Tuesday are not an isolated incident; they are the latest entry in a ledger of systemic failure.

Experts in humanitarian law have long argued that the use of drones in asymmetric conflicts creates a moral and legal vacuum. Unlike manned aircraft, drones can loiter, observe, and strike with minimal political cost to the operator. This lowers the threshold for engagement, making it easier for commanders to order strikes on ambiguous targets. “The technology enables what the politics permits,” said Dr. Anil Gupta, a former Indian Air Force officer who now lectures at the Centre for Policy Research in New Delhi.

He warned that without clear rules of engagement and independent monitoring, drones will continue to be used as a tool of terror against civilian populations, not just a military asset. The question is whether the international community is willing to confront this reality or continue to look away.

What happens next: The deadline for accountability

The Ethiopian government has announced it will form a committee to investigate the incident, with results expected in 30 days. However, Aid workers and human rights groups have warned that this timeline is insufficient and that evidence is already being destroyed. The UN Security Council is expected to discuss the situation on Thursday, though no new resolution is likely to be passed. The next major milestone is the expected visit of the UN Special Envoy for Ethiopia, who will arrive in Addis Ababa on Sunday. His findings will be critical in determining whether the international community imposes targeted sanctions on individuals involved in the strikes.

For the families of the 14 children killed, the next 72 hours will be defined by grief and the search for bodies. Many families in the camp have been displaced for over 2 years, and their homes in northern Amhara have been destroyed. They are now living in tents, dependent on aid, and watching their children die. The world can argue about geopolitics, about drone technology, about diplomatic language.

But for these families, the fact is simple: their children are gone, and no one is accountable. The pressure on the international community will be to ensure that this is not just another headline that fades by Friday. The strikes occurred in a displaced persons camp in the Amhara region of Ethiopia, specifically near the town of Dessie. The camp is located in a contested area along the border with the Tigray region.

    Frequently Asked Questions

Where did the drone strikes in Ethiopia happen?

How many people were killed in the Amhara drone attack?

At least 23 people were killed, including 14 children. The exact number may rise as rescue operations continue in the debris. Local officials confirmed the figures to journalists on Tuesday evening.

Who is responsible for the drone strikes in Amhara?

The situation remains unclear. Neither the Ethiopian federal government nor the Amhara regional administration has claimed responsibility, and no independent verification is currently available due to access restrictions in the conflict zone. Human Rights Watch has called for an immediate investigation.

How does this conflict affect India?

India has significant defense and infrastructure investments in Ethiopia, and the conflict poses risks to these projects. The escalation in Amhara also complicates India’s strategic partnership with Djibouti, which is crucial for Indian energy imports and military presence in the region. No Indian nationals were killed or injured in the strike, according to the Indian Embassy in Addis Ababa. The embassy has issued a travel advisory for its citizens in the Amhara region, urging them to avoid the area and remain in contact with local authorities.

Are there any Indian citizens affected by the Amhara conflict?
